Exxon's Golden Pass JV secures DoE approval to re-export LNG

The Golden Pass LNG export terminal in Texas, the joint venture owned by Exxon Mobil (NYSE:XOM [https://seekingalpha.com/symbol/XOM]) and QatarEnergy, was granted permission [https://www.bloomberg.com/news/articles/2025-09-23/golden-pass-receives-us-approval-to-re-export-lng-as-start-nears] by the U.S. Department of Energy late Monday to re-export liquefied natural gas from the facility, as the project prepares for start-up at the end of this year.

The DoE said it allowed Golden Pass to export a total of 50 billion cf of previously imported LNG from foreign sources for two years starting October 1, and that granting the requested authorization "would facilitate GPLNG's start-up of its export terminal and avail itself of spot-market LNG import cargoes," the order [https://www.energy.gov/sites/default/files/2025-09/ord5340.pdf] said.

Under the terms of the authorization, Golden Pass may import the LNG at any receiving facility in the U.S. and would reside in storage tanks at the terminal, then would be either re-exported or regasified to be used as fuel.

The project has faced significant delays due to Zachry Holdings' bankruptcy, which led to mass worker furloughs and layoffs, and the Federal Energy Regulatory Commission approved a three-year extension that pushed the project's completion deadline to November 2026 to accommodate the construction difficulties.
