API reverses stance on bill to expand sales of E15 gasoline

The American Petroleum Institute said Tuesday it opposes legislation [https://www.bloomberg.com/news/articles/2025-10-21/oil-trade-group-reverses-stance-on-bill-to-expand-ethanol-sales] to expand year-round sales of E15 gasoline, marking a reversal for the prominent oil and gas trade group.

The API said in a letter to Congress Tuesday that "legislative, regulatory, and market developments" since March have compelled it to change its position on the Nationwide Consumer and Fuel Retailer Choice Act of 2025, a bill that would allow for gasoline blended with up to 15% ethanol to be sold year-round in more states.

"Refiners are now navigating shifting federal compliance structures, a patchwork of state mandates, and a biofuels marketplace that is uncertain," API head Mike Sommers wrote in the letter. "Any legislative consideration of year-round E15 should reflect today’s realities and not those of prior years."

Corn and ethanol producers traditionally have sought higher renewable fuel blending and year-round E15 sales to expand markets for ethanol, while oil refiners have resisted mandates that increase compliance costs and disrupt refinery operations.
