The U.S.-China trade truce agreed to by President Trump and Chinese President Xi Jinping will walk back a recent escalation of export controls over chips on the U.S. side and sweeping controls on rare earth minerals from Beijing. The U.S. also exchanged reduced tariffs for soybean purchases and efforts to curb shipments of fentanyl precursors. China had already halted its rare earth shipments to the defense industry before its sweeping Oct. 9 export-control regime.
